Cause of Emission Event or Excess Opacity Event, or Reason for Scheduled Activity:
DCP midstream contacted Sabinal and notified us of their Goldsmith plant going down. A reason was not initially given, nether were they able to provide an estimated time of returning to normal. This was unavoidable and unforeseen; therefore, it should meet the affirmative defense criteria.
Actions Taken, or Being Taken, to Minimize Emissions And/or Correct the Situation:
Within Levels conducive to a safe working environment, the field and battery were allowed to build up before any gas was routed to the emergency flare. Sabinal Energy will discontinue flaring immediately upon DCP completing repairs, thus allowing them to resume taking our gas.
Basis Used to Determine Quantities and Any Additional Information Necessary to Evaluate the Event:
Reportable quantities, process knowledge, excel spreadsheet, metered volumes, and gas analysis were used in the calculations. DID break RQ
